Hello everyone! I realized I abandoned my last post about this, so I would like to make a comprehensive list of all info I’ve already got, so the heroes who decide to go down this rabbit hole, don’t have to do work again that has already been done.
I’m looking for a video game that could be played in the play corner of the Albert Heijn supermarket (in The Netherlands). This is from the time there were blue&red playing castles, not the new play corners they have now. I’m not sure if this was in all of the Albert Heijn locations, since I’ve only been in at most 5 different locations before the “renovation” and I’m not even sure if all of them had this, but to not doxx my own location, and to broaden the search area -with more chance of finding it- let’s say at least one location of Albert Heijn had this.
Before I make a summary of what I’ve found already, here’s the three posts about this:
On 2020-01-03, I made this post on HelpMeFind which was the first time I asked about this on Reddit. The post got not much attention, and in hindsight I can see why: there’s no structure, no sources, no images, and if I recall correctly I posted it right before I went to bed and added the details the following day. Not smart, I know. But at least it tells a bit about the game I was looking for. At the time of the post tho, I wasn’t specifically looking at the video game, but also just about the play castles, and also liked to hear personal stories from people who recall playing in them while their parents were shopping or paying. I would still like to hear them, so feel free to comment below, but my main focus is now on the video game.
On 2020-01-04, I made this post on cirkeltrek which is simply a crosspost of the post above. I thought I should take a chance posting it on a Dutch subreddit but I guess cirkeltrek wasn’t the right place for it, as it got removed. It doesn’t contain much more information.
On 2020-09-30, I made this post here on lostmedia This was the most comprehensive post about it, in which I promised to update in a week with more info. I didn’t. I probably forgot, or didn’t have time or something… But now I will. If you haven’t caught up with all of the details, check out the post for everything I had back then.
Here’s a summary of the most important things:

I am looking for the video game which could be played on the computer in one of the castle’s towers. I remember it was a cartoon-y game which could be controlled with a red trackball which was built into the tower. The game was about the 4 Seasons of the Year. In all of them you could do some games. There may or may not have been a voice which told a story or gave information about how to play it. One thing I am quite sure about is that there was a Winter game where you could build a snowman! There were stones for buttons and a carrot for a nose. Perhaps it became Spring again and it melted? Also in the Winter you could throw snowballs. Maybe there was a game about catching fish?
This video is the only moving image I could find of the play castles, and it is from 2008. The computer is not visible in it; there were a couple of “towers” in the castle, and the computer must have been behind the cameraperson’s back.
The old play castles have been replaced by IKC but on their portfolio I couldn’t find anything about the old play castles so it is unlikely they have created the old play castles too, back in the day.

Things I remember vaguely: - There was a text or logo in the bottom of the video game screen. It probably was the name of the company who created the video game. It was just there, in plain sight. Except… I couldn’t read back then, I think. Although this sounds way too personal to be in a lostmedia post, I still think this is relevant: at a young age, I was already able to read. If I had seen/played the video game around 2008, which is the date when the video of the castle is uploaded (I’m not the person in the video btw), I would already be in primary school. I was able to read a couple of years before it, so maybe I was able to read the name. However… It might have been in different letters than the Latin alphabet, or even simply in a language different than Dutch, which might be why I couldn’t read it, or why I couldn’t remember it. Besides, getting to play the game was awesome for smol me, and I had to rush because I only had time while my parents were in queue to pay the groceries. Maybe I didn’t bother to pay much attention to the text on the screen, since I wanted to spend all of it playing and getting to the Snowman building part :) - I posted this in the other post too, but I vaguely a Albert Heijn commercial in which Harry Piekema played in the castle but maybe I just imagined that. It might still be valuable if the computer game is featured in it too. Please tell me if you’ve got some info on this.
Then… the mysterious thing I promised to update on in the last post. It was such a simple thing: I contacted the Albert Heijn themselves. I’ll try my best to write an appropriately censored and translated script of the WhatsApp conversation here:

Is there any info about the developer of the “four seasons” video game? Is there a playable copy of it somewhere? I’m sure the game exists and I hope/think it hasn’t completely gone lost. I would be thrilled if I can find anything about it, after searching so long!

(At that moment I probably sighed and laughed, but I continued.)

AH: “I’ll ask an employee, it might take 15 minutes. If you login on [website] we can help you quicker.”

(I didn’t login; I don’t have an Albert Heijn account)

Me: “I’m not sure if the employee can read the previous messages too so here it is again just to be sure:
[the whole long message again]”
AH: “Hi! You’re chatting with [name which I will censor]. That’s a nice question. I have no idea but I can ask it for you. Can I have your email address so we can get back to you there”
Me: “Yes, it is [one of my email addresses] Thanks so much for helping, it would be so awesome to find it!”
AH: “I’ll ask for you, fingers crossed! It will probably be after the weekend when you hear back from us.”
Me: “Ah no problem, don’t hurry. It’s cool anyway to get small steps closer in the quest!”
AH: “Exciting!”

Alright so indeed later in my email I found an answer. I currently don’t have access to that particular email address anymore, but I remember enough of it to translate it:
“Hi, you asked about a thing that could be found in our store. Unfortunately, we don’t have any info on it. Have a nice day.”
Welp… A dead end but I’m glad I tried.
As far as I know, there’s now a couple of things left to do: - Ask IKC anyway if they know something; they might have removed it from their site in case that also went under a renovation - Go to one of the Albert Heijns where it could have been in person to ask someone who has worked there for a long time, if they remember something - Ask… you! Do you know anything about this videogame, the developer of it, or the castles? Any info might be valuable.

EDIT 2021-09-28: I've sent IKC a WhatsApp message on the 23rd of September, but there is no reaction after 5 days. I think I will send an email, or use another phone number I found on their website that specifically handles software. However, they have no WhatsApp, so I'll have to make a call. I hope to have more news soon!

'Young people are totally going to be fine, nobody that is young and healthy will die or even be severely messed up even if they catch the virus!'

No, this is complete lies and bullshit. There's been multiple well-documented cases of people as young as 16~30 entering into critical status, and dying from this virus, anyone who tells you that just because you are young or fit that you will be fine is completely wrong and lying to you.

'If we all become sick at the same time, and get over it, then we will be immune to it and all be safe thanks to herd immunity!'

Also absolutely false, there's been reports for months of people who had ((('Recovered'))) getting sick from the virus again and being hospitalized and entering critical status again.
It's also been shown that ((('Recovered'))) people have been documented having trouble breathing after just a brisk walk, and that anywhere from 20~50% of the Survivor's Lung capabilities have been lost for years or even permanently.

'Masks don't even help you if you aren't sick, Stop wearing masks selfish cunt those are for the doctors! REEEEEEEEEE!'

While it is true that the most basic and lowest quality face masks such as surgical masks which don't even have an N95 rating give little protection, it is still better than nothing. Furthermore, N95 masks offer slightly more protection, but what people should be buying right now are half-masks +goggles and Full-face gas masks, as those are the only thing that are 100% certain to protect against the coronavirus. (You will need to cover your eyes, and have a P3/P100 99.97% filter)

There absolutely is a high chance that millions of people around the globe will be getting put on quarantine lock-downs and therefore unable to get access to food, water and other supplies for months or longer, Supply chains are already buckling and snapping, you guys should have already stocked up for a month or longer back in january or February to avoid massive lines.

Now, I will say a few things on specific countries plans for the virus.
THE U.K - The British government has decided that they will be doing absolutely nothing to prevent the spread of the virus, and not shutting down anything to allow the virus to 'pass through the country, so we can all get herd immunity afterwards.' This is perhaps the most fucking retarded thing I've ever seen a government decide to do over a crisis.
First of all and most importantly, there's been tons of cases where survivors of the virus immediately become infected again after being declared recovered. This is extremely worrying, as not only have people been getting re-hospitalized because of this, survivors of the virus have been continually testing positive even after weeks of 'Recovery'. Furthermore, the simple act of allowing the virus to spread to 80% (their estimation) of the population by doing fucking nothing is going to overload their health care system by an absolutely ridiculous degree, the U.K health system's incompetence already leads to the death of thousands of people per year just regularly, imagine if their projections come true and 153,000 infected corona patients go to the hospital EVERY WEEK ON TOP OF REGULAR PATIENTS- it would be an absolute catastrophe and millions will die even with the most optimistic projections!
Needless to say, countries like Italy who have taken the most extreme measures short of sending people to holocoof-camps and burning people alive- like china, is getting absolutely demolished even with their most extreme efforts being in place. (they are under martial-law lockdown quarantine country wide now) If Countries like the U.K (sweden too) do absolutely nothing to try and save their populations it's going to be nothing short of an absolutely genocidal culling of their populations.
-But wait, it gets better Preliminary studies and tests in male coronavirus survivors have been shown to suffer from infertility in their testes, this means that on top of the millions of people who will die, the survivors will be sterile meaning extinction for their culture, race and peoples without mass-sperm bank exhaustion and importation of un-effected tribesmen from Africa!

Conform de WGBO (Wet op de geneeskundige behandelingsovereenkomst) moeten medische ingrepen altijd besproken worden met de betrokkene of de wettelijk vertegenwoordiger. De WGBO gaat over de relatie tussen de cliënt en de zorgverlener. Een belangrijk begrip in de WGBO is 'informed consent'. Zorgverleners mogen alleen handelen als zij toestemming hebben van de cliënt. De cliënt moet begrijpen waarvoor hij toestemming geeft: hij moet goed geïnformeerd zijn. Zoals in het antwoord op eerdere Kamervragen is aangegeven, mogen jongeren vanaf zestien jaar zelfstandig over hun medische behandeling beslissen zonder toestemming van hun ouders en ondanks hun minderjarigheid. Dat geldt ook voor transgenders. Voor de leeftijdscategorie van 12 tot 16 jaar, is voor medisch ingrijpen tevens de toestemming van de ouders die het gezag hebben, c.q. de voogd van het kind nodig 4 Betreft de beoogde brede kwaliteitsstandaard ook de behandeling van kinderen of alleen die van volwassenen? 4. Vanwege de soms aanwezig noodzaak tot ingrijpen op jongere leeftijd, zal de kwaliteitsstandaard beide moeten adresseren. 5 Deelt u de mening dat de sociale gevolgen van ingrepen bij jonge intersekse kinderen zodanig zijn dat de sociale context ook onderdeel zou moeten zijn van de brede kwaliteitsstandaard? 5. Ik ben het ermee eens dat er sociale gevolgen zijn van ingrepen bij jonge intersekse kinderen. Over in hoeverre de sociale context ook onderdeel zou moeten zijn van de brede kwaliteitsstandaard merk ik het volgende op. Ik zie het belang van de totstandkoming van een door patiënten, hulpverleners en verzekeraars gedragen brede kwaliteitsstandaard intersekse/DSD. Deze bouwt voort op de al bestaande professionele richtlijnen voor de verschillende intersekse/DSD condities en beschrijft hoe kwalitatief goede zorg geboden moet worden. Een groot aantal veldpartijen zoals patiënten- en belangenorganisaties en beroepsorganisaties deelt deze overtuiging vanwege de urgentie en nut en noodzaak. In de kwaliteitsstandaard wordt o.a. vanuit patiëntenperspectief beschreven wat kwalitatief goede zorg inhoudt voor patiënten met DSD. Uitgangspunt zijn de wensen en behoeften van mensen met elke vorm van DSD. Het gaat hierbij zowel om de zorg van kinderen als ook om volwassenen. Bij de zorg en begeleiding van kinderen hebben ook de ouders een centrale rol en verdienen zij aandacht en ondersteuning bij de begeleiding van hun kinderen. Er zullen indicatoren ontwikkeld worden waar de zorg aan moet voldoen wil het goede zorg zijn. Deze indicatoren moeten meetbaar en toetsbaar zijn. De kwaliteitstandaard zal een handvat bieden voor o.a. mensen met DSD zelf, ouders, zorgprofessionals en zorgaanbieders. Ik ga er daarbij vanuit dat er ook aandacht wordt besteed aan counseling en diagnostiek. 6 Bent u van mening dat er voldoende ‘up-to-date’-kennis is over de sociale gevolgen van ingrepen bij jonge kinderen? Bent u bereid om ter voorbereiding van de brede kwaliteitsstandaard nader onderzoek te laten doen? 6. In de kwaliteitsstandaard zal zowel de actuele (internationale) stand van wetenschap als het patiëntenperspectief een plaats krijgen. Van belang is dat de standaard zoals gebruikelijk daarna met enige regelmaat wordt geactualiseerd. Zie ook mijn antwoord op vraag 8. 7 Bent u bereid om, zoals de aangenomen resolutie in het Europees Parlement ook oproept, de wet zo te formuleren dat niet-medisch noodzakelijke ingrepen bij een kind zonder informed consent verboden worden? 3) 7. Het zonder informed consent van betrokkene of wettelijk vertegenwoordiger uitvoeren van ingrepen is nu al niet toegestaan op grond van WGBO. Op grond van de Wkkgz dient een zorgaanbieder goede zorg aan te bieden. Goede zorg is zorg die cliëntgericht is en die is afgestemd op de reële behoefte van de cliënt, waarbij de rechten van de cliënt in acht genomen worden en de cliënt met respect wordt behandeld. Een wettelijke aanpassing is niet nodig. 4) 8 Op welke manier wordt in andere landen “medische noodzaak” gedefinieerd en beoordeeld? Kunt u aangeven hoe dat zich verhoudt tot de manier waarop dat in Nederland gebeurt? 8. Over wat medisch noodzakelijk is, en hoe e.e.a. in andere landen wordt gedefinieerd, wordt o.a. in het internationale netwerk “DSD together” 5) door professionals en patiëntenorganisaties regelmatig de beschikbare kennis en ervaring gedeeld. Verder zijn er verschillende Europese Referentie Netwerken waar medisch specialisten en gespecialiseerde medische centra in samenwerken om kennis over zeldzame aandoeningen samen te brengen en de zorg verder te verbeteren (https://ec.europa.eu/health/ern);. Voor dit vraagstuk zijn het netwerk van endocriene aandoeningen 6) en het netwerk van urogenitale ziekten 7) van belang. Nederlandse expertisecentra en medisch specialisten participeren volop in deze netwerken. Juist omdat de ontwikkelingen steeds internationaler worden vind ik die bredere samenwerking een goede ontwikkeling. Uit een Europees onderzoek (Health4LGBTI) 8) uit 2017 blijkt dat het belangrijk is kinderen goed te betrekken bij een besluit over een medische behandeling. ^{Bij beantwoording de datum en ons kenmerk vermelden. Wilt u slechts één zaak in uw brief behandelen. In antwoord op uw brief van 21 februari 2018 deel ik u mee, mede namens de Ministers van Binnenlandse Zaken en Koninkrijksrelaties en van Onderwijs, Cultuur en Wetenschap, dat de schriftelijke vragen van de leden Van der Staaij (SGP) en Kuik (CDA) over sugardating worden beantwoord zoals aangegeven in de bijlage van deze brief. De Staatsecretaris van Justitie en Veiligheid, Mark Harbers Antwoorden van de staatssecretaris van Justitie en Veiligheid en de ministers van Binnenlandse Zaken en Koninkrijksrelaties en van Onderwijs, Cultuur en Wetenschap op de vragen van de leden Van der Staaij (SGP) en Kuik (CDA) over sugardating (ingezonden 21 februari 2018, nr. 2018Z03117) Vraag 1 Kent u de uitzending van Rambam van 15 januari 2018 over sugardaddy-praktijken? Antwoord 1 Ja. Vraag 2 Deelt u het beeld dat het bij deze datingsites doorgaans de sugerdaddy in ruil voor seks ‘de date’ betaalt? Bent u het ermee eens dat hiermee dergelijke sites eigenlijk niet meer gebruikt worden als datingsites, maar als platform dienen om seksuele diensten aan te bieden? Antwoord 2 Deze datingsites presenteren zich als een online netwerk voor volwassen mannen en vrouwen boven de 18 jaar die een wederzijds profijtelijke relatie zoeken. Deze online dating-dienstverleners bieden een platform waarop deze mensen elkaar kunnen ontmoeten. Ik kan mij voorstellen dat contact via dergelijke websites kan leiden tot seksuele handelingen. Vraag 3 Vindt u zulke praktijken toelaatbaar op grond van de huidige wet- en regelgeving, mede gelet op de uitlatingen van het bedrijf dat sprake is van “een soort escortdienst”? Antwoord 3 Of de activiteiten toelaatbaar zijn op grond van de huidige wet- en regelgeving hangt af van de feiten en omstandigheden. Verschillende opsporingsdiensten kunnen optreden als wet- en regelgeving worden overtreden. Vraag 4 Wat is uw oordeel over het feit dat seksuele handelingen een belangrijke kern van de activiteiten vormen van de sugardaddy-praktijken? Bent u bereid te onderzoeken in hoeverre het beeld dat in deze uitzending naar voren komt klopt en in hoeverre deze praktijk ook bij soortgelijke organisaties aan de orde is? Vraag 5 Ziet u ook dat dergelijke datingsites risicovol kunnen zijn voor kwetsbare (jonge) vrouwen die om geld verlegen zitten? Bieden deze sites, naar uw mening, voldoende waarborgen om illegale prostitutie en/of mensenhandel te voorkomen? Deelt u de verontwaardiging van de Franse staatssecretaris van Emancipatiezaken dat het lichaam als handelswaar wordt behandeld? Antwoord 4 en 5 Als volwassenen overeenkomen om met elkaar seksuele handelingen te verrichten, dan is dit niet strafbaar. Het is bekend dat aan online dating risico’s kleven, omdat in eerste instantie onbekend is wie achter het online profiel schuil gaat. Om deze reden hebben verschillende datingsites dan ook het Keurmerk Veilig Daten opgericht. Sites die zich richten op een meer bijzondere vorm van dating, zoals deze sugardaddywebsites, maken tot heden geen gebruik van dit keurmerk. Dit kan voor bezoekers van de sites en mogelijke belangstellenden een indicatie zijn om zich op een andere datingsite in te schrijven. Het is van groot belang dat beheerders van dergelijke sites hun verantwoordelijkheid nemen. Waar specifieke risico’s worden geconstateerd, kan hierover vanuit overheidspartners ook actief het gesprek worden aangegaan met de private partijen. Verder meld ik nog dat het betreurenswaardig zou zijn als vrouwen (of mannen) slachtoffer zijn geworden van ongewenste intimiteiten door contacten via deze site. Dat het contact via een sugardating website is gelegd maakt het niet anders dan contactlegging via Tinder, Facebook of gewoon een fysieke ontmoeting in een café. Ongewenst intimiteiten zijn te allen tijden sterk af te keuren. Mensen die het slachtoffer worden van ongewenste intimiteiten kunnen daarvan aangifte doen bij de politie. Online dating-dienstverleners zijn reeds jaren actief op de Nederlandse markt. Bij het OM zijn geen indicaties van misstanden in de vorm van uitbuiting bekend die zijn gerelateerd aan het aanbod van datingsites zoals deze. Ik acht volwassen vrouwen en mannen in staat om de risico’s die gepaard kunnen gaan met online dating goed in te schatten. Ik zie op dit moment geen aanleiding om hier verder onderzoek naar te doen. Vraag 6 Hoe beziet u de inspanningen van de Franse autoriteiten, die onderzoek doen naar de toelaatbaarheid van deze activiteiten en een aanklacht hebben ingediend? Bent u bereid in overleg te gaan met uw Franse collega’s en, in samenwerking met de Vereniging van Nederlandse Gemeenten (VNG), te verkennen welke maatregelen in Nederland mogelijk en nodig zijn? Bent u bereid te bevorderen dat aangifte wordt gedaan van strafrechtelijke overtredingen zoals aanranding en verkrachting door personen of het bedrijf dan wel voor poging, deelneming of uitlokking ervan? Antwoord 6 Aangezien er bij het OM geen indicaties bekend zijn van misstanden gerelateerd aan datingsites zoals deze, zie ik geen aanleiding om hierover in gesprek te gaan met de Franse collega’s of de VNG. In algemene zin wordt gestimuleerd aangifte te doen van strafrechtelijke overtredingen zoals aanranding en verkrachting, om opsporing, vervolging en berechting mogelijk te maken. Dit geldt ook voor eventuele misstanden via websites. Vraag 7 In hoeverre is voor een dergelijk bedrijf op grond van de bestaande wetgeving en op grond van het wetsvoorstel voor regulering van prostitutie sprake van een vergunningplicht vanwege escortactiviteiten? Zijn de benodigde vergunningen hiervoor aangevraagd en verkregen? Antwoord 7 Er is geen specifieke vergunning nodig voor het aanbieden van een webpagina op internet. Datingwebsites worden, net zoals andere websites, geacht te handelen in overeenstemming met de geldende wet- en regelgeving. Tegen websites die een platform bieden voor uitbuiting kan strafrechtelijk worden opgetreden. Het huidige wettelijke kader (artikel 273f van het Wetboek van Strafrecht) biedt voldoende mogelijkheden om aanbieders/beheerders van websites aan te pakken die zich schuldig maken aan seksuele uitbuiting of voordeel trekken uit de uitbuiting van een ander. In aanvulling op de bestaande mogelijkheden om seksuele uitbuiting aan te pakken werkt de regering aan een wetsvoorstel dat het faciliteren van illegale prostitutie strafbaar stelt (invoering pooierverbod). De regelgeving voor de bedrijfsmatige exploitatie van prostitutie verschilt per gemeente. Momenteel wordt gewerkt aan landelijke regels inzake prostitutie. Daarin is een escortbedrijf gedefinieerd als de activiteit, bestaande uit het bedrijfsmatig gelegenheid geven tot prostitutie in de vorm van bemiddeling tussen klant en prostituee. Niet iedere seksuele handeling tegen betaling is aan te merken als prostitutie. En niet iedere bezoeker van een datingwebsite is aan te merken als prostituee. Dit hangt af van de feiten en omstandigheden. Het Wetsvoorstel regulering prostitutie en bestrijding misstanden seksbranche wordt op basis van afspraken in het regeerakkoord aangepast. Na invoering van deze wet gelden voor alle gemeenten dezelfde regels voor escortbedrijven. Vraag 8 In hoeverre zijn de praktijken die in deze uitzending naar voren komen in strijd met andere wettelijke regels? Bent u – mede in het licht van het grote risico van uitbuiting – bereid toezicht te houden op de activiteiten van deze branche? Vraag 9 Wordt ten aanzien van sugerdating-sites al gebruik gemaakt van de in de brief van 28 november 2017 weergegeven mogelijkheid om tegen websites die een platform bieden voor uitbuiting, strafrechtelijk op te treden? Zo ja, hoe vaak? Zo nee, waarom niet? Antwoord 8 en 9 Het is de primaire taak van het OM om te vervolgen bij voldoende bewijs van een strafbaar feit. Daarnaast kaart het OM ook (mogelijke) misstanden in de strafrechtelijke hoek aan. In dat kader vinden twee maal per jaar gesprekken plaats tussen aanbieders van de sites, het OM en het Ministerie van Justitie en Veiligheid. Deze gesprekken zijn constructief en de ervaring heeft geleerd dat de meeste sites hun medewerking verlenen aan het verwijderen van materiaal e.d. Mede daarom is er nog geen gebruik gemaakt van de mogelijkheid om strafrechtelijk op te treden. Op voorhand kan niet worden geconstateerd dat de sites mensenhandel faciliteren dan wel zich schuldig maken aan mensenhandel. Als in een concrete zaak blijkt dat dit wel het geval is, dan zal het OM samen met de politie daar onderzoek naar doen en waar mogelijk vervolging instellen. Vraag 10 Hebben gemeenten op dit moment te weinig mogelijkheden om tegen zulke websites op te treden, zoals de voormalige wethouder van Amsterdam stelde? 3) Is de regering bereid te werken aan de totstandkoming van die regels? Wordt in ieder geval op basis van de bestaande regels opgetreden tegen de website, nu blijkt dat daadwerkelijk sprake is van misstanden? Vraag 11 Onderkent u dat de Europese jurisprudentie inzake artikel 10 van Europees Verdrag tot bescherming van de rechten van de mens en de fundamentele vrijheden (EVRM) overheden veel ruimte biedt om ongewenste commerciële reclame te bestrijden? Bent u bereid om, in samenwerking met de VNG, te verkennen welke lessen geleerd kunnen worden van het optreden van diverse Belgische steden die deze vormen van ongewenste reclame verbieden? Antwoord 10 en 11 Gemeenten (burgemeesters) zijn bevoegd om op te treden in geval van een verstoring van de openbare orde binnen de gemeentegrenzen. In het geval van een website of bij internetverkeer is de openbare orde in beginsel niet in het geding. Pas wanneer naar aanleiding van een publicatie op internet de openbare orde dreigt te worden vestoord, kunnen bevoegdheden om de openbare orde te handhaven toegepast worden. Wanneer uitingen op het internet zijn te kwalificeren als strafbare gedragingen, kan het OM daartegen optreden. De regering acht het onwenselijk om gemeenten op dit terrein bevoegdheden toe te kennen. Ik onderken dat artikel 10 EVRM overheden ruimte biedt om commerciële reclame te reguleren. Gemeenten zijn bevoegd om regels te stellen over reclame in de openbare ruimte. Voor zover voor dergelijke websites in de openbare ruimte wordt geadverteerd kunnen gemeenten regulerend en zonodig handhavend optreden. Klachten over reclame-uitingen kunnen worden ingediend bij de Reclame Code Commissie. In de Nederlandse Reclame Code (NRC) zijn de regels vastgelegd waar reclame aan moet voldoen. De Reclame Code Commissie toetst of een bepaalde reclame uiting voldoet aan de regels. In 96% van de gevallen worden uitspraken van deze commissie opgevolgd. Het is derhalve wat de regering betreft niet nodig om aanvullende regels te stellen voor reclame uitingen. Ik vertrouw erop dat gemeenten in overleg met adverteerders bepaalde reclame-uitingen op bepaalde plaatsen kunnen voorkomen. Antwoord Ja. 2 Klopt het dat bezoekers van deze datingsites, die serieus op zoek zijn naar een partner, zonder het te weten aan het lijntje worden gehouden met nepprofielen en daar bovendien honderden of zelfs duizenden euro’s voor betalen? 3 Kunt u een schatting maken van hoeveel bedrijven in Nederland zich bezighouden met deze vorm van online oplichting? 4 Kunt u tevens een schatting maken van het aantal slachtoffers en de financiële schade die zij oplopen? Antwoord 2, 3 en 4 Die signalen zijn mij ook bekend. Ik beschik echter niet over gegevens op basis waarvan ik een schatting kan maken van het aantal bedrijven dat dating sites met onechte profielen exploiteert. Wel ga ik er van uit dat het op de Nederlandse markt om duizenden websites gaat die gebruikmaken van nepprofielen. Uit de bedrijfsgegevens die op deze websites staan vermeld, blijkt dat een aantal bedrijven meerdere websites exploiteert. Om dezelfde reden kan ik ook geen inschatting maken van het aantal slachtoffers. Over de financiële schade merk ik op dat op de meeste datingsites die werken met onechte profielen het versturen van een chatbericht circa een euro kost. Dat betekent dat de kosten hoog kunnen oplopen. De ACM heeft in 2016 burgers opgeroepen melding te maken van datingsites die gebruik maken van nepprofielen en doet momenteel onderzoek naar dit onderwerp. 5 In hoeverre wordt door de aanbieder voldaan aan de informatieplicht die geldt voor een overeenkomst op afstand waarbij de belangrijkste kenmerken van de zaak moeten worden weergegeven voordat de koop gesloten wordt, en dat dus slechts kleine lettertjes in de voorwaarden juridisch niet volstaan? Antwoord Er staan meerdere bepalingen in het Burgerlijk Wetboek die er op zijn gericht dat de handelaar de algemene informatie (waaronder de voornaamste kenmerken) over een product duidelijk dient te presententen. Indien dit niet gebeurt, kan de consument namelijk een beslissing nemen die hij bij de presentatie van de volledige informatie mogelijk niet had genomen. De toepassing van de regels hangt af van de omstandigheden van het geval. Het is niet zo dat de voornaamste kenmerken van een product of dienst kunnen worden verstopt in de algemene voorwaarden. Het is aan de rechter om te bepalen of een aanbieder voldoet aan de wet. Daarnaast houdt de ACM toezicht op de relevante consumentenregels. In het kader hiervan heeft de ACM de bevoegdheid inlichtingen te vorderen en eventueel boetes op te leggen. 6 Deelt u de mening dat een duidelijke waarschuwing op zijn plaats is, dat de bezoeker op een datingsite terecht is gekomen waar gebruik wordt gemaakt van nepprofielen, alvorens hij of zij begint met chatten en betalen? Antwoord Ik vind dat het voor consumenten, die een datingsite bezoeken, duidelijk moet zijn met wie zij in contact treden, alvorens zij een conversatie starten of een betaling verrichten om dit gesprek te starten. 7 Deelt u de mening dat juist eenzame mensen die serieus op zoek zijn naar een partner, bijvoorbeeld nadat zij een dierbare hebben verloren door scheiding of door overlijden, extra kwetsbaar zijn voor deze vorm van bedrog? Zo ja, wat bent u van plan te ondernemen om hen te beschermen? Antwoord Ik wil consumenten op het hart drukken goed te kijken wat voor diensten de datingsite aanbiedt en of er ook gebruik wordt gemaakt van nepprofielen. De aanbieders zijn verplicht dit duidelijk te melden als ze hier gebruik van maken. In de praktijk kan het voorkomen dat bepaalde consumenten niet goed in staat zijn om te beoordelen of een datingsite betrouwbaar is. Het keurmerk Veilig Daten, dat is opgezet door de Consumentenbond en Thuiswinkel.org, is opgezet om consumenten daarbij te helpen. Naast misleiding kan er ook sprake zijn van datingfraude. Bij de preventie van fraude wordt speciale aandacht besteed aan kwetsbare groepen, zoals bijvoorbeeld ouderen. De door mijn ambtgenoot van Justitie en Veiligheid (hierna: JenV) gesubsidieerde Fraudehelpdesk waarschuwt actief voor actuele frauderisico’s, staat melders te woord en geeft voorlichting. Ook werkt JenV hierbij samen met onder andere samen met het Centrum voor Criminaliteitspreventie en Veiligheid (CCV). Indien iemand daadwerkelijk slachtoffer is geworden van datingfraude, kan er aangifte worden gedaan bij de politie. Slachtoffers van fraude kunnen voor praktische, juridische en emotionele hulp terecht bij Slachtofferhulp Nederland (SHN). SHN heeft daartoe ten behoeve van haar medewerkers fact sheets ontwikkeld over datingfraude en over de psychosociale impact daarvan. De politie geeft contactgegevens van slachtoffers door aan SHN, dat actief contact met deze slachtoffers opneemt. In geval een consument zich slachtoffer voelt vanwege misleidende datingprofielen en zich tot SHN wendt, zal SHN, hoewel er geen sprake is van datingfraude, waar mogelijk, ondersteuning aanbieden. 8 Kunt u aangeven in hoeverre er gebruik wordt gemaakt van gestolen identiteiten en op welk schaal dat gebeurt? Bent u het ermee eens dat hiermee dergelijke sites eigenlijk niet meer gebruikt worden als datingsites, maar als platform dienen om seksuele diensten aan te bieden? 3 Vindt u zulke praktijken toelaatbaar op grond van de huidige wet- en regelgeving, mede gelet op de uitlatingen van het bedrijf dat sprake is van “een soort escortdienst”? 2) 4 Wat is uw oordeel over het feit dat seksuele handelingen een belangrijke kern van de activiteiten vormen van de sugardaddy-praktijken? Bent u bereid te onderzoeken in hoeverre het beeld dat in deze uitzending naar voren komt klopt en in hoeverre deze praktijk ook bij soortgelijke organisaties aan de orde is? 5 Ziet u ook dat dergelijke datingsites risicovol kunnen zijn voor kwetsbare (jonge) vrouwen die om geld verlegen zitten? Bieden deze sites, naar uw mening, voldoende waarborgen om illegale prostitutie en/of mensenhandel te voorkomen? Deelt u de verontwaardiging van de Franse staatssecretaris van Emancipatiezaken dat het lichaam als handelswaar wordt behandeld? 6 Hoe beziet u de inspanningen van de Franse autoriteiten, die onderzoek doen naar de toelaatbaarheid van deze activiteiten en een aanklacht hebben ingediend? Bent u bereid in overleg te gaan met uw Franse collega’s en, in samenwerking met de Vereniging van Nederlandse Gemeenten (VNG), te verkennen welke maatregelen in Nederland mogelijk en nodig zijn? ICT speelt een steeds belangrijkere rol binnen ons leven. Nieuwe ontwikkelingen volgen elkaar in rap tempo op. Waar een terabyte vroeger gezien werd als een enorme hoeveelheid opslagcapaciteit, zit het vandaag in de gemiddelde thuiscomputer. Data wordt niet alleen thuis opgeslagen, maar steeds meer persoonsgegevens staan in databases van bedrijven of in cloud omgevingen. Hoe zit het eigenlijk met de privacy en beveiliging van al deze data?
Cloud, databases en dedicated servers, data wordt in steeds grotere aantallen op steeds meer verschillende manieren opgeslagen. In dit artikel ga ik dieper in op de vraag: wordt er voldoende aandacht besteed aan de beveiliging en privacy van de enorme hoeveelheid data die bedrijven en instellingen ontvangen van hun klanten?
Veel partijen hebben baat bij de data van personen. Door de grote hoeveelheden big data die verzameld wordt kan er veel nuttige data uitgehaald worden. Bedrijven kunnen deze informatie gebruiken voor marketing of andere doeleinden. Data is dus geld waard.
De meeste mensen vertrouwen blind op de partij waar de data opgeslagen wordt, maar is dit wel terecht? Pas wanneer blijkt dat dit vertrouwen toch niet helemaal op zijn plaats is, trekt men aan de bel. Neem ING: klanten vertrouwen erop dat persoonlijke gegevens die ze aan de ING verstrekken alleen door de ING gebruikt wordt. Pas toen de ING op het punt stond deze data te verkopen aan externe partijen, kreeg het boze klanten aan de lijn1. In het geval van de ING kwam hun plan naar buiten, maar wie weet welke bedrijven jouw data al lang verkocht hebben aan derden?
Naast de vraag wat er gebeurd met de data die je zelf blootgeeft, wordt er ook veel data verzameld zonder dat iemand dit door heeft. Straten hangen vol met bewakingscamera’s. Men denkt vaak: ik heb niks te verbergen en als ik niks geks doe gebeurd er niks met de camerabeelden. In praktijk maken steeds meer van deze camera’s gebruik van achterliggende software. Iedereen die voorbij komt wordt geanalyseerd en opgeslagen. Deze data wordt gebruikt om te analyseren en conclusies te trekken.
Loop je op het station en stap je achterin de trein in? Als je onderweg een paar keer achterom hebt gekeken kan het zomaar zijn dat je wordt bestempeld als zwartrijder. Waar leggen we de grens?
Er is heel weinig bekend over wat er gedaan wordt met de data die verzameld wordt. Zolang de data verschaft is op eigen terrein is er niemand die weet wat er mee gebeurd is. Er is op dit gebied onvoldoende transparantie en regelgeving.
Aan privacy binnen de ICT wordt al geruime tijd aandacht besteed. Toch blijkt dat veel bedrijven data verkopen aan externe partijen. Zelf bij het bezoeken van websites worden de cookies die gebruikers achterlaten bewaard en verkocht. Er zijn veel instanties die zich bezig houden met de privacy binnen de ICT, maar helaas blijkt dit niet genoeg. Het internet is internationaal en data staat in veel verschillende landen opgeslagen. Al deze plekken hebben verschillende regels, waardoor het erg lastig is om te bewaken2.
Voor optimale controle van de privacy dienen er internationale afspraken te worden gemaakt. Er is onvoldoende transparantie en te veel onduidelijkheid.
Naast het verkopen van data, wordt er ook op een andere manier data buit gemaakt. Door de vraag naar data is er voor hackers grof geld te verdienen. Hackers zoeken steeds nieuwe manieren om ongeautoriseerd toegang te krijgen tot databases, cloud omgevingen en servers.
Cybercrime stijgt wereldwijd, ook omdat steeds meer mensen toegang hebben tot internet3 (met name in ontwikkelingslanden). Er zijn veel technische factoren, zoals kwetsbaarheden in infrastructurele protocollen van internet. Daarnaast zijn er menselijke en organisatorische factoren.
Er is onvoldoende aandacht voor beveiliging. Dit komt omdat investeren in de beveiliging veel geld kost. Bedrijven die dit wel doen hebben een minder goede concurrentiepositie, waardoor het bedrijf uit de markt kan worden gezet. Consumenten denken simpelweg te weinig over beveiliging en vertrouwen op de partijen die hun persoonlijke data ontvangen.
Cloud omgevingen worden steeds meer gebruikt en bevatten steeds meer data. De cloud is vaak een goedkope oplossing, omdat er geen kosten meer zijn voor backup of onderhoud. Toch zijn cloud omgevingen vaak slachtoffer van beveiligingsproblemen, omdat de data extern staat.
De standaard beveiliging kan verbeterd worden door bijvoorbeeld regelmatig wachtwoorden te veranderen. Dit echter tijd, waardoor deze extra beveiligingen vaak niet worden doorgevoerd.
Door de centralisatie van data, worden er waardevolle doelen voor hackers gecreëerd4. Er wordt vaak pas beter gekeken naar beveiligingsaspecten, nadat het een keer is fout gegaan.
Er wordt vaak data gestolen zonder dat de eigenaren dit doorhebben. Als het lek toch gevonden wordt is het vaak al veel te laat. Op dit moment zijn het de ‘bad guys’ die winnen. Veel netwerken worden beveiligd door RSA. Door dit bedrijf te hacken kunnen vele andere bedrijven gehackt worden. Deze cybercriminelen gebruiken niet altijd kwetsbaarheden in de techniek: ook omkoping en menselijke fouten leiden tot het lekken van gevoelige informatie.
Hackers kunnen verschillende motieven hebben om te hacken, zoals: verkrijgen van geheime informatie, data manipulatie, politieke redenen, persoonsgegevens, resources, sabotage, fun, respect of macht. Websites zijn kwetsbaar voor hackers. Zo zijn er vaak websites waar zelfs de meest voorkomende kwetsbaarheden nog niet verholpen zijn. Om een idee te geven welke veel voorkomende kwetsbaarheden er binnen websites zijn, neem ik de belangrijkste even kort door5.
Injection: onveilige data direct naar de website injecten. Broken session management: de aanvaller gaat tussen de server en het slachtoffer zitten om zijn session te misbruiken. Cross-site scripting: een website wordt nagemaakt en verspreid. Slachtoffers vullen hier vertrouwelijke data in. Insecure direct object references: applicaties kijken niet altijd of de gebruiker recht heeft om een object te gebruiken, hier kan misbruik van worden gemaakt. Security misconfiguration: veel applicaties bevatten beveiligingsfouten, zoals het gebruik van lege wachtwoorden of standaard wachtwoorden. Sensitive data exposure: er kan misbruikt worden gemaakt van gevoelige data die bloot wordt gesteld op bijvoorbeeld websites. Missing function-level acces protocol: applicaties kunnen slecht geconfigureerd zijn, waardoor bepaalde functies van de applicatie beschikbaar komen voor hackers. Cross-site request forgery: er wordt code in de website ingevoerd waar misbruik kan worden van gemaakt. Using components with known vulnerabilities: ontwikkelaars focussen zich niet of hun componenten up to date zijn. Unvalidated requests and forwards: er kan misbruik worden gemaakt van het feit dat gebruikers naar andere pagina’s worden doorgestuurd.
Hackers hacken niet vanaf ‘thuis’: maar via verschillende andere landen, waardoor het lastig te achterhalen is. Naast de technische aspecten van beveiliging binnen de ICT, moet ook de zwakste schakel worden aangepakt: de mens. Binnen bedrijven wordt personeel slecht ingelicht en zijn ze niet bezig met de beveiliging van data. Door meer aandacht te geven aan dit onderwerp kan dit verbeterd worden. Dit kan door bijvoorbeeld workshops of lezingen te houden op de bedrijfsvloer.
Niet alleen de slachtoffers hebben een niet-technisch aspect. Er zijn ook hackers die gebruik maken van lekken buiten de techniek. Hackers die gebruik maken van social engineering maken gebruik van de persoonlijke kant en zwaktes van de mens. Er zijn verschillende vormen van social engineering die gebruikt kunnen worden. De aanvaller kan persoonlijk contact maken met het slachtoffer om informatie te winnen. Ook kan er door middel van een email informatie buit gemaakt worden, bijvoorbeeld door het gebruik van phishing. Tot slot kan er ontzettend veel bruikbare informatie worden gevonden door simpelweg rond te snuffelen. Dit kan bijvoorbeeld door dumpster diving: doorkijken van weggegooide apparatuur. Wat ook gebeurd is simpelweg een gebouw binnendringen waar gevoelige informatie staat6.
Gelukkig zijn er ook zaken die de mensen wel tot hun beschikking hebben om gegevens beter te beveiligen. Zo maken steeds meer inlogsystemen gebruik van multifactor authenticatie. Er zijn verschillende authenticatie mogelijkheden, onderverdeeld in de volgende categorieën: knowledge (paswoord, geboortedatum), possession (credit card, key), inherence (vingerprint, gezichtsherkenning) en relations (TAN codes). Door minimaal twee soorten authenticatie te combineren, wordt de veiligheid enorm verbeterd.
Er zijn dus veel verschillende manieren van cybercrime. Dit artikel is vooral gericht op cybercrime met betrekking tot computers. Cybercrime is criminaliteit met ICT als middel én doelwit7. Dit betekent niet dat het slachtoffer zelf een computer of internetaansluiting hoeft te hebben. Ook deze groep mensen kan last hebben van cybercrime. Zo kan cybercrime ook plaatsvinden door misbruik te maken van mobiele telefoons of bankpassen. Veel cybercriminelen maken gebruik van een netwerk van besmette computers, zogenaamde botnets. Door het virus wat hackers gebruiken kan andermans computer gebruikt worden. Slachtoffers hebben dit vaak zelf niet eens door. De botnets worden gebruikt om slachtoffers te bespioneren of te misbruiken. Op de website van de politie staat hoe de politie cybercrime aanpakt:
“De Nederlandse politie werkt nauw samen met het Nationaal Cyber Security Centrum (NCSC), het bedrijfsleven en de non-profitsector om cybercrime tegen te gaan. Er zijn speciale teams tegen bankenfraude (ECTF: Electronic Crimes Taskforce), kinderporno (TBKK:Team ter Bestrijding van Kinderpornografie en Kindersekstoerisme) en ‘high tech crime’ oftewel de meest geavanceerde vormen van cybercrime (THTC = Team High Tech Crime). En omdat cybercrime internationaal is, werkt de Nederlandse politie in de opsporing samen met onder meer Europol, Interpol en de FBI. Bij alle opsporingshandelingen is een officier van justitie betrokken en waar nodig wordt toestemming gevraagd aan de rechter-commissaris.” (bron: politie.nl).
Nationale en internationale overheden nemen cybercrime dus serieus, maar op dit moment lijken er toch nog flinke kwetsbaarheden te zijn. De hackers vinden nog steeds nieuwe manieren om misbruik te maken van computersystemen en persoonlijke data.
Tot slot zijn er grote partijen binnen het internetverkeer, zoals cisco. Dit soort bedrijven zijn de laatste tijd steeds meer bezig om zich te bemoeien met de beveiliging van internetverkeer. Dit is een positieve ontwikkeling. Cisco ziet ongeveer 35% van al het internetverkeer8. Door het analyseren van dit verkeer kunnen dit soort bedrijven inzicht krijgen in kwaadachtig dataverkeer. Deze data wordt opgeslagen in grote databases, om aanvallen in de toekomst te kunnen voorkomen. Zo wordt de reputatie van een website bijgehouden, waardoor kwaadwillende eerder gesignaleerd kunnen worden. Het is goed om te zien dat cisco veel doet qua beveiliging. Wat ik zelf een goed idee zou vinden is dat cisco samenwerkt met de andere grote spelers op de markt. Op die manier kan het nog beter in kaart worden gebracht, aangezien cisco nu ‘slechts’ 35% van het internet ziet.
Conclusie
Veel aspecten kunnen zowel binnen privacy als beveiliging worden verbeterd. Deels komt dit door onduidelijke afspraken, deels door technische mankementen en deels door persoonlijke fouten. Er moeten op het gebied van privacy en beveiliging binnen de ICT nog flinken stappen worden ingehaald. Op dit moment zijn de ‘bad guys' Sites

Aanbevelingen
Ik vind dat er nog meer geïnvesteerd moet worden om de privacy en beveiliging binnen de ICT de verbeteren. Bedrijven zijn niet transparant genoeg en regels omtrent privacy zijn niet duidelijk. Er dienen internationale afspraken gemaakt te worden om de privacy van de burgers te waarborgen.
Beveiliging is duur en kost veel tijd, waardoor bedrijven hier liever niet te veel mee bezig zijn. Overheden moeten dit steunen en subsidiëren, omdat het voor bedrijven te veel geld kost en daarom niet gedaan wordt. Als er subsidies zijn en daarnaast verplichtingen vanuit de overheid kan het probleem sneller worden aangepakt zonder dat bedrijven ee slechtere concurrentiepositie krijgen.

Naast het verbeteren van de technische kant van beveiliging, moet ook de zwakste schakel van de beveiliging worden verbeterd: de mens. Dit kan bereikt worden door betere bewustwording, door bijvoorbeeld workshops en gastlezingen. Als consumenten meer inzicht krijgen in de problemen zullen zij zich ook beter beseffen hoe belangrijk de beveiliging van hun persoonlijke data daadwerkelijk is.
Discussie
Internet blijft voorlopig doorgroeien. In de toekomst zullen er nieuwe problemen bij komen. Er zijn steeds meer IP-based networks. (“Internet of everything”) Lantarenpalen, verlichting en verwarmingen: steeds meer wordt digitaal. Ook dan moet worden nagedacht hoe het qua beveiliging in elkaar moet steken.
Waar het de goede kant op gaat, moeten nog flinke inhaalslagen gemaakt worden. Het moet voor hackers niet rendabel meer zijn om zich bezig te houden met cybercrime.
